Enrolled Agents (EA's) are the only tax practitioners that are federally licensed. Per the IRS "Enrolled agents, like attorneys and certified public accountants (CPA's), have unlimited practice rights. This means they are unrestricted as to which taxpayers they can represent, what types of tax matters they can handle, and which IRS offices they can represent clients before." Authorized by the Department of Treasury's Circular 230, EA's have unlimited practice rights to advise, represent and prepare tax returns for individuals and all entities with tax reporting requirements.
Enrolled agents are required to demonstrate to the IRS their competence in all areas of taxation, representation, and ethics before they are awarded unlimited representation rights to represent taxpayers before the IRS. Enrolled agents must adhere to ethical standards and complete a minimum 72 hours of continuing education courses in ethics, tax law and tax updates every three years.
